1003 – Support Program for R&D Projects in Priority Areas
Program Objective
The aim of this support program is to fund domestically conducted R&D projects in priority areas defined within the framework of the National Science, Technology, and Innovation Strategy, ensuring that the projects are goal-oriented, traceable, and aligned with the dynamics of relevant science and technology fields. The program also seeks to ensure coordination among such projects.
Project Duration
- Small-scale projects: Up to 24 months
- Medium- and large-scale projects: Up to 36 months
Project Budget
For the year 2016, the minimum and maximum support limits (excluding scholarships, Project Incentive Bonus [PTİ], institutional share, and expenses for foreign researchers) are as follows:
- Small-scale projects: up to 500,000 TL
- Medium-scale projects: 500,001 – 1,000,000 TL
- Large-scale projects: 1,000,001 – 2,500,000 TL
The upper limits for total machinery-equipment, service procurement, and scholarship requests must comply with the limits specified in the specific call announcement.
The distribution of the budget across cost items should be balanced based on the nature of the project.
In projects involving private sector participants, 50% of the cost of machinery/equipment allocated to the private entity will be covered by TÜBİTAK.
Infrastructure-building projects are not supported.

The total PTİ received by researchers must not exceed the total PTİ received by the project coordinator and will be calculated based on their contribution to the project.
In medium and large-scale projects, sub-project durations are taken into account when calculating PTİ. Each sub-project coordinator and their team can benefit from the same PTİ rates.
Scientific Events and Knowledge Dissemination
- For domestic or international scientific meetings/study visits, the funding amount may be up to 2x or 3x the limits defined under the 1001 – Scientific and Technological Research Projects Support Program, depending on whether the project is medium- or large-scale.
- For workshops, stakeholder meetings, or similar dissemination activities, a maximum of 30,000 TL can be allocated within the project budget.
