The Support Program for Research and Development Projects of Public Institutions (1007 Program) was launched following the decision taken at the Supreme Council for Science and Technology (BTYK) meeting held on March 10, 2005, with the aim of meeting the needs or solving the problems of public institutions through R&D activities.
Through this program, the following transitions are targeted:
- From procurement based solely on public purchasing,
- From procurement of technologically qualified products/systems from abroad,
- From the transfer of substantial financial resources abroad for high-tech products/systems,
To:
- Procurement based on R&D,
- Sourcing technologically qualified products/systems from national resources,
- Shifting funds previously transferred abroad for such imports toward domestic production at lower cost.
R&D-oriented projects are supported under calls announced to address the problems and/or needs identified by public institutions. These projects utilize the knowledge base, qualified human resources, and infrastructure of universities, public R&D institutions, and private organizations.
In addition to the primary goal of fulfilling the R&D-related needs of public institutions, the program also aims to:
- Encourage collaboration among public institutions, private enterprises, and universities,
- Promote the use of results from basic and applied research at universities for product development, thereby fostering knowledge- and high-technology-based industrial production,
- Contribute to the employment of R&D personnel in Türkiye.
Projects submitted under the 1007 Program are supported by two Research Support Groups:
- KAMAG – Public Research Support Group
- SAVTAG – Defense and Security Technologies Research Support Group
